Children and Holy Communion before Confirmation
In the Diocese of Birmingham, parishes may apply for permission for children who have been baptised to receive Holy Communion before they are confirmed. This is a well-established and carefully considered practice within the Church of England, rooted in theology, pastoral care, and a commitment to nurturing children as full members of the worshipping community.
Because this represents a change from the Church of England’s usual practice, it requires the permission of the Bishop. The process is intentionally reflective rather than rushed. Parishes are encouraged to take time to pray, discuss, and consult widely, not only within the PCC but also with parents, caregivers, children, and the wider congregation, so that any decision is well understood and owned by the entire church.
A parish considering this step will be asked to develop a clear parish policy, outlining how children will be prepared, supported, and nurtured in their faith, how parents and carers will be involved, and how confirmation will continue to be encouraged at the appropriate time. Baptism must always come before admission to Holy Communion, and there must be a thoughtful approach to preparation and ongoing discipleship.
